Council Endorses Alternative Lower-Density Masterplan for Croydon

Burwood Council has endorsed a refined, lower-density Masterplan near Croydon Station as an alternative to the NSW Government’s Transport-Oriented Development (TOD) program. This decision follows extensive community consultation, an extended exhibition period, and a well-attended Council meeting where many residents shared their perspectives.
Council’s approach seeks to balance the NSW Government’s directive to increase housing supply while addressing community concerns and ensuring future growth respects the area’s unique heritage and character.
Key Council Decision – Extraordinary Meeting 29 January 2025
At an Extraordinary Council Meeting on 29 January 2025, Burwood Council unanimously resolved to adopt Option 4 as its preferred alternative to the NSW Government’s TOD program.
Key Actions under Council Resolution
- Adopt Option 4 for submission to the NSW Government as Councils response to the Croydon TOD program
- Prepare a Precinct-Specific Study for The Strand, Croydon to strengthen character protections.
- Heritage Listing Request – A formal request to the Department of Planning, Housing and Infrastructure to heritage list The Strand under the Burwood Local Environmental Plan 2012.
- Interim Heritage Order – Implementation of an Interim Heritage Order to protect The Strand while further heritage reviews take place.
- Masterplan Alignment – Amendments to the Burwood North Masterplan to align with Option 4.
- Formal Submission to NSW Government – Submission of the adopted response to the NSW Government by 31 January 2025.
On 31 January 2025, Council formally submitted Option 4 to the NSW Government as an alternate response to the TOD program.

What is Option 4?
Option 4 outlines a carefully planned increase in dwelling capacity under existing planning controls north of Croydon Station. It also incorporates the E1 commercially zoned land immediately south of the station, known as The Strand, while redistributing any unmet dwelling capacity targets to the Burwood North Masterplan area.

Next Steps & Final Decision
While Burwood Council has provided its submission, the final decision rests with the Minister for Planning and Public Spaces and his Department. The Minister has the authority to make changes without further consultation or notice to Council or the community.
Council acknowledges the community’s concerns about change and development but remains committed to ensuring a balanced approach that respects local heritage while addressing housing demand.
